Critics, including Democrats and some Republicans, warn of rising national debt, with the Congressional Budget Office projecting a sharp increase in the budget deficit after an initial surplus. The Tax Policy Center notes that 60% of the tax benefits will go to those earning over $217,000 (£158,000).
